The new version will be released as part of the 2020 release Wave 2 update (Wave 2 is a update package released between October 2020 and March 2021). The changes released as part of this update will have a special focus on improving the cloud service. We have described the scope of the changes in detail in this article: https://www.dynamicsdc.com/pl/blog/dynamics-365-business-central-2020-release-wave-2-release
Business Central version 17 will be available in both Cloud (via CSP) and On Premise (via DLP).
It should be emphasized that all versions of the system made available under the Modern Lifecycle Policy have the option of automatic updating.

Business Central momentum – half of 2020
• More than 1,500 Microsoft partners around the world are involved in the distribution this solution.
• Over 850 applications and over 350 consulting services on Appsource.
• 7,000 customers.
• The increase in the number of users is as high as 250% year on year.

Microsoft strongly recommends migrating to Business Central from other Dynamics family products, ie Dynamics NAV, Dynamics GP, Dynamics SL.
Regardless of your Dynamics NAV version (eg NAV 2018, 2017, 2016, 2015), it is possible to migrate to Business Central. Of course, this type of migration requires consultation with a Microsoft partner (eg Dynamics Development Center) to discuss about your current technical and licensing situation.
